Expenditure Types Effective on Timecard Start Date not Seen on the Timecard

On : 12.1.3, When entering time for newly created Expenditure Types getting the following error.

"Type must be Overtime-Paid, Overtime-Taken Off or Normal Time"

The issue can be reproduced at will with the following steps:
1. Create new Expenditure Types as of date before the start date of the timecard
2. Create the new Timecard
