American Express Transaction Loader and Validation Program Returned- A transaction already exists

American Express Transaction Loader and Validation Program Returned-
A transaction already exists for card account number and reference number xx xxxxxxxxx.

This error is accurate and that there is an existing transaction using this reference number. The American Express stated,
"I have been informed that some of our bank partners such as the Philippines are recycling the transaction sequence number over time. . ETT recommendation is to use additional data elements (transaction amount, billed amount, etc) to differentiate current transactions from older transactions."

"Yes there are times when some of our GNS markets like the Philippines can provide us reused Transaction Sequence numbers which are used in constructing the Transaction ID. We have very little control over this as the GNS Partner systems may have limited capabilities compared to our own systems."

However, it appears that the Oracle American Express Transaction Loader and Validation Program expected the transaction number to be unique.

Has this discrepancy been addressed? Does a patch exist?
