Unable To Update Contract Without Active Lines -

On : 12.2.3 version, Service Authoring

ACTUAL BEHAVIOR
---------------
The customer has Service Contracts that are valid for several years. These contracts may have several lines on them and these can be in various statuses, including terminated and expired. If all of the lines on the contract are in Terminated or Expired status there is no way to add new lines to the still Active contract. Opening the contract for update and clicking on the lines on the lines tab does not activate the New menu icon to add a new line.

EXPECTED BEHAVIOR
-----------------------
Users should be able to add new lines to a contract even if all the existing lines are Terminated and/or Expired.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. I found Active contract 21227.
2. I terminated the only line on the contract.
3. I opened the contract for update.
4. I went to the Lines tab.
5. I clicked on the Terminated line.
6. The New icon on the menu bar was disabled.
7. I tried to use the down arrow key to add a line, the status bar shows the following error:
 FRM-41051: You cannot create records here.


BUSINESS IMPACT

Due to this issue users cannot add new lines to some contracts.
