Return To Vendor (RTV) Transactions Processed By Receiving Open Interface (ROI) Are Deleting Receipt Shipment Headers (Doc ID 2001350.1)

Symptoms

 After a Vendor Merge, Return to Vendor transactions processed using Receiving Open Interface.  After this we find that the Receipt header has been deleted/removed.

The trace file show a sql that deletes the shipment header (After setting profiles from <Note 299497.1>)

After running the Receiving Data Collection script and reviewing data from <Note 423279.1>

We see the following:
The PO_HEADERS_ALL table shows:
VENDOR_ID 2863
VENDOR_SITE_ID 193612

Yet the original receipt was created with:
VENDOR_ID 21687
VENDOR_SITE_ID 373187
