'Reassign Task' Action Fails To Reassign Tasks That Are Not Already Assigned

When attempting to reassign tasks in the UWQ form, the reassignment does not occur unless the task is already assigned.

The issue can be reproduced at will with the following steps:

1. Open the Universal Work Queue form
2. Select a Tasks sub-node
3. Select a Task that has not already been assigned
4. Select 'Reassign Task' and enter assignment details
