How to Send Multiple Email Addresses Using Delivery Method Email (Doc ID 2001691.1)

Goal

When choosing the delivery method of Email and in the TO field only a single email address is used, it works. When multiple email addresses separated by a comma or a semi colon are put in, it does not work.
How can one have a report be sent to multiple email addresses?

Steps followed:

Business Process Automation -> Report Manager -> Select any report
Click Run (Online DB)
In the Delivery/Format section under Report Format select pdf and Delivery Method select Email
In the To field enter the email addresses separated by either a semi colon or a comma
