How are Effort Certification Report Changes Communicated to the Grants Module? (Doc ID 2001693.1)

Goal

During the approval process, when the Principal Investigators make changes to the Effort Certification Report, how are those changes transferred to the labor distribution tables and subsequently transferred to the Grants module?

For example, on the Effort Report PDF in the Related Applications section >Enter Additional Effort Report Information, there are Proposed vs Actual, with an open field to enter "Overwritten Effort % " and "Cost Share %"

Some approvers can change the percentage, then the report is sent to recipients with the new percentage. 

How is the Effort Report impacted?
How does the percentage change impact actual distributions sent to Grants to change the dollars there?
Where do the results of that change show up?
