Find that PTO orders are being exploded at time of entering the order even though the
profile option
OM: Include Freeze Item Method set to Booking at Site level


Expect the PTO lines to explode at time of Booking


The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Navigation: Orders,Returns>Sales Orders
3. Enter a PTO order and see the lines are being exploded at entering the order
