Symptoms

On : 12.1 to 12.2 version, Requisition Creation

When attempting to create/change Requisition with AME approval method
the following error occurs.

ERROR

Approver could not be found in your hierarchy for this request. Please select override approver or contact your system admin.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do Change request with AME
2. The request has status 'SYSTEMSAVED'
3. Run purge program but the record is not deleted.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot do change requisition.
