Upload Content (WLS) Fails With Authentication Failure

On : 12.2.4 version, Install / Upgrade Issues

Uploading content onto the WLS content server fails with the following error:

Upload Failed
Authentication Failure. You do not have permissions to use the content server.

The Weblogic admin server log contains the following error:

at oracle.apps.ota.admin.common.util.Contentserverservlet.authenticate(contentserverservlet.java:98)
at oracle.apps.ota.admin.common.util.ContentServerServlet.service(contentserverservlet.java:181)
at javax.servlet.http.HttpServ1et.service(HttpServ1et.java:820)

The issue can be reproduced at will with the following steps:
1. (resp.): Oracle Learning Management Administrator > Content Administration
2. Navigate to a folder and select its Details icon
3. Push [Upload] and compelte the wizard
