EBS: Can we Generate a Public Key using Oracle Wallet Manager, for Encrypting Credit Card Data Before Downloading File from Bank?

The business has implemented Funds Capture, and has credit card encryption enabled to encrypt customer card numbers that are stored in EBS.
The business is currently implementing Internet Expense functionality, which will include downloading employee credit card files from the bank, and loading those files into EBS. Once the employee credit card data from those files has been load into EBS, they will be stored in table IBY_CREDITCARD encrypted. There is no issue in this flow.
The issue is with the credit card file at the point that the business will be downloading it from their bank via ftp from the bank server. Since the files contain employee credit card details, the business wants to encrypt the file contents using PGP encryption before download.
Is it possible to leverage existing Oracle Payments Wallet Manager functionality and it's system key for this purpose?
