After Charging Time the Resource Transaction is NOT Commited to the Database (Doc ID 2003148.1)

Symptoms

When user performs Charge time in EAM module the message "Resource Transaction has been successfully completed" but the resource transaction is not recorded into the database

EXPECTED BEHAVIOR

Expect resource transactions to become visible in pending Resource Transactions or in View Resource Transactions forms.

STEPS

The issue can be reproduced at will with the following steps:
1. Create resource, charge type=Manual, link an instance (employee)
2. Create Work Order (WO) > add operation, resource, instance
3. Charge time > apply > receive confirmation message
3. Go to pending Resource Transactions or in View Resource Transactions forms > transaction is not visible
