OTM Does not Allow Entering Vat Code Rate with 3 Decimals returning error "Rate Precision must be less than 3" (Doc ID 2003175.1)

Symptoms

When the customer tries to enter a number with three fractions in the Provincial VAT Code the following error is displayed

"Rate Precision must be less than 3"

The issue can be reproduced at will with the following steps:

1. Go to Financials -> Taxes -> Vat Codes
2. Check Provincial
3. Enter a new Vat Code with a Rate that has three fractional digits (i.e "9.975")
4. Click on Save and notice the error
