Symptoms
When attempting to create accounting for a foreign currency invoice with multiple tax lines,
the following error occurs.

XLA_AP_DIFFERENT_SIGN_AMOUNTS or Accounted Amount And Entered Amount For The Subledger Journal Entry Line Have Different Sign
The issue can be reproduced at will with the following steps:
1. Log on Applications as Payables Responsibility
2. Setup Tax Rounding Rule: Header level rounding is used
3. Create a Standard Invoice with multiple item lines such that the rounding difference between line and header rounding is more than the tax amount of the tax line with maximum value
4. Run Create accounting for the invoice
