Can We Create An Amortization Calendar With Federal Holidays and Weekends?

Billing run will not always be on the same day of the month every time. Currently, application does not consider weekends and holidays. Need the system to consider them.
Example: Say, Billing run must always be on the 25th of the month, however if the 25th falls on a non working day i.e. Saturday, Sunday or Public Holiday, the Billing run will be on the last working day before the non working day. This could mean that in some months the billing run could be on the 22nd or 23rd of the month. In December it could be as early as the 15th. Without having to upload custom schedules, is it possible to have the billing runs on different dates every month?
