Symptoms

After a clone of production, a test instance is encountering the following in the log file while opening forms and users are seeing General Exception Nonforms Popup Message:

This can be reproduced with the following steps:
1. Clone production to test.
2. Users getting a General Exception Nonforms Popup Message opening forms.
