iRec throws error when making a payment with a credit memo that exists in AR Automatic Batch that is only in creation status (Doc ID 2005986.1)

On : 12.1.3 version, Payment Components

When attempting to pay an invoice in iRec and including a credit memo results in the error listed below.

The payment process failed due to the errors listed below. Please contact your system administrator for further clarification.
Invalid combination of the customer transaction identifier and installment.
APPLY : ORA-01403: no data found
ORA-01403: no data found in Package AR_RECEIPT_API_PUB Procedure Apply

The issue can be reproduced at will with the following steps:

1. Log in to iRec Internal 2.0
2. select all locations
3. Click account tab
4. select invoice and credit memo
5. click pay button
6. click advanced payment if quick payment page is displayed
7. click Apply
8. Get error
The issue has the following business impact:
Due to this issue, Customers unable to pay in iRec when using credit memo, but not for all customers in the same operating unit
