-FV_TREASURY_PAYMENTS_PKG.pkb Doesn't Handle Permanently Closed Periods (Doc ID 2006179.1)

Symptoms

FV_TREASURY_PAYMENTS_PKG.pkb doesn't handle Permanently Closed periods (FVAPPAYS.pls and FVAPPAYB.pls). We plan to Peranently Close periods in the near future but the Disbursements in Transit Voided Checks standard concurrent request fails with a create accounting error. The FND Debug log says that the date of the void of the treasury confirmation is in SEP-14, which is Permanently Closed, so it's failing. After looking at the FV_TREASURY_PAYMENTS_PKG.pkb, the code only considers 'C'losed periods. After updating the gl_period_statuses.closing_status to 'C' from 'P' in a development environment, the process completed successfully.

Patch 18283418 still only considers 'C'losed Periods, not 'P'ermanently Close periods and we have not yet implemented GTAS which is a pre-req for this patch.
