Not Able to See Error Message from " FND_FLEX_PLSQL.validate" FUNCTION in Special Information Type (SIT) Self Service Page. (Doc ID 2006221.1)

On : 12.2.3 version, EIT and SIT.

When the code FND_FLEX_PLSQL.validate function is used to throw a validation error while creating an SIT record, Only the page errors out, but no error message is displayed.

A validation has been written in the VALIDATE function (FND_FLEX_PLSQL) and the OUT parameter error_message has been assigned with an error message.
However, on validation failure, the error message is not displayed on the Self Service page.

The issue can be reproduced at will with the following steps:

1. Modify the code FND_FLEX_PLSQL.validate to return FALSE (boolean value) based on validation for an SIT structure and set an error message to OUT parameter error_message.
2. Create an SIT record such the validation in the code fails.
3. The SSHR page shows the error page as expected, however, no error message is shown.
