R12: OIE: Cannot Enter Project information-Project Fields Are Not Updatable (Doc ID 2006821.1)

Cannot Update Project Allocation. TAB is available but is read only - cannot enter Project values.

In OIE - when entering expense report - PROJECT ALLOCATIONS and ACCOUNT ALLOCATIONS both Tabs are available in Step 3. But cannot enter the Project or task or Award or project expenditure organization data. The fields are grayed out.

All setups are done as per the admin guide - all required profile options are setup - expense template has expenses with project expenditure types.
