Per_All_Assignments_F.Object_Version_Number Column Remains Null When New Hire Is Entered In HR Form

Symptoms

When attempting to terminate on HR Form

per_all_assignments_f.object_version_number column remains blank when a person is hired through the Oracle HRMS form.
Known effect: Prevents termination of people hired in 12.2.4 showing following error: APP-PAY-07207: The mandatory argument object_version_number has either not been specified or has been explicitly set to null in the API pers_asg_shd.lck.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

 

Here is an example:

Log on with responsibility 'US HRMS Manager'
Navigation> People>Enter and Maintain>New - Enter Last Name, First Name, Gender, Action - Create employment, Person Type-Employee, OK  
Employee number - enter random number
Social Security - enter random number
Birth Date - 01Jan70
Save
Click Assignment
Organization - any value from drop down
Group - Exempt
Salary/Hrly - Salary
Commission/Non Commission - Commission
Union/non-non union
Save - update as correction
Click icon for additional assignment details  
Enter Title - warehouse associate
Save
