IStore Returns Error Unable To Process Return Because A Sales-Rep Has Not Been Defined.

On Test: 12.1.3 version, Order Tracker

When attempting to initiate a RMA,
the following error occurs.

Unable to process return because a Sales-Rep has not been defined. Please contact the Administrator

The issue can be reproduced at will with the following steps:
1. Login to iStore > Orders link
2. Click on recent order from yesterday
3. Click Return Order
4. Select return reason and quantity
5. Press Next > Error

The issue has the following business impact:
Trying to enable RMA functionality for the first time to Prod iStore.
