Symptoms

After upgrade from 11i to 12.2,

You are attempting to run the Korean VAT Tax Report (RXZXKVAT) and receive the following error:

ERROR
----------
Publishing concurrent program ZX : RXZXPKEX.
Cannot submit concurrent request for program RXZXPKEX

Check if the concurrent program is registered with Application Object Library.

Check if you specified the correct application short name for your concurrent program.
