When attempting to insert an approver for a change request, the Manage Approvals button is non-responsive.
Expected Behavior

When attempting to insert an approver for a change request, the Manage Approvals button opens the Manage Approvals page.
Steps to Reproduce issue:
--------------------------------------
1. Log into iProcurement, initiate a change request, and submit for approval.
2. From the Change Order: Select Approvers page, click on the 'Manage Approvals' button. Nothing happens.
