UPK: "The server was unable to process the request due to an internal error" and 'ORA-28001: the password has expired' When Creating a Profile in UPK 12.1

Information in this document applies to any platform.
When creating a profile for the new installation of UPK 22.214.171.124. Developer, the following error is received:
"There is a problem with the server configuration. See your system administrator with the following information.
The server was unable to process the request due to an internal error. For more information about the error, either turn on IncludeExceptionDetailInFaults (either from ServiceBehaviorAttribute or from the configuration behavior) on the server in order to send the exception information back to the client, or turn on tracing as per the Microsoft .NET Framework SDK documentation and inspect the server trace logs."
No error were received in OdDev log file.
Only Event Viewer log contains the error 'ORA-28001: the password has expired'
The issue can be reproduced at will with the following steps:
1. Open UPK 126.96.36.199 developer after the installation.
2. Start creating a profile.
3. After inserting the credentials for the profile (standard authentication), receive the above error.
