Error - Unable To Save New Entry In Define Budget Transaction Types. Cannot Insert Null Into FV_BE_TRX_SUB_RTPES Error

Cannot insert null into fv_bE_trx_sub_types error
On the Form "Define Budget Transaction Types", receive following error:
ORA-1400: cannot insert NULL into ("FV"."FV_BE_TRX_SUB_TYPES"."DEFAULT_FLAG")
FRM-40508: ORACLE error: unable to INSERT record.
Workaround: Uncheck "Default" and "Enabled" checkboxes. Save. Re-check "Default" and "Enabled" and save again. Error will not appear.
Also, once the error is bypassed with the workaround, subsequent records can be created without receiving the error as long as the form is not closed. Closing and re-opening the form will result in the same error until the workaround is used.
The issue can be reproduced at will with the following steps:
1. Navigation: Federal Administrator Responsibility -> Budgets -> Define -> Transaction Types
2. Create Transaction Type Header. Next create Transaction Sub Type. When attempting to save or click on accounts button, the error is received.
