IEX_NOT_AUTHORIZED_COLLECTOR Error When Reassigning Collector On Profile Tab

On : 12.1.3 + FEB 2015 RPC, Collections Agent UI

When attempting to change the collector on the Profile tab, the following error occurs.


The issue can be reproduced at will with the following steps:
1. Login to Collections Agent.
2. After querying a customer, go to the Profile tab.
3. Click to change the collector.

The issue has the following business impact:
Due to this issue, users cannot change the collector on the Collections Profile tab.
