SR Form CSXSRISR Scrolls Down Header Area When Called By UWQ Or Dispatch Center (Doc ID 2009108.1)

ACTUAL BEHAVIOR
---------------
When opening SR form from UWQ the header screen appears slightly scrolled down so the agent is not seeing the very top of the SR header info.

EXPECTED BEHAVIOR
-----------------------
The SR form should be setup to show the very top of the SR header as per default

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. UWQ
2. SR Node
3. Double click on SR
4. SR appears but header slightly lower

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users have to waste time scrolling to the top of the SR header
