Warehouse Control Board: "Completed" Tasks Performance Issue

Problem Description
---------------------------------------------------
After upgrade to R12.1.3, query performance extremely slow for Completed Tasks using Task Creation Date. Other queries return results within seconds - query by Ship Date, for example.

Users have executed index creation per Doc ID 1602552.1:

Lastly, also per Doc ID 1602252.1, Users have purged all WMS history data older than 01-SEP-2014.

Changes

 Upgraded to 12.1.3
