E-Business Suite Forms Do Not Open After Deploying Java JRE 7

Symptoms

 E-Business Suite 11i / R12 Applications Technology Stack  Forms for Applications Technology issues

Forms do not open / launch after upgrading to 64-bit release of Java JRE 7 and later.

For example:
- In IE (32-bit) when a user clicks on an EBS Forms responsibility, nothing happens. If there is no Java JRE installed on the client, it doesn’t ask to download the Java Plugin (oaj2se.exe) from the EBS instance.  It also doesn’t start the Java Console.

- In Mozilla Firefox (32-bit) when a user clicks on an EBS Forms responsibility nothing happens. If there is no Java JRE installed on the client it does ask to download the Java Plugin (oaj2se.exe) from the EBS instance, but after install when trying to open again the EBS Forms nothing happens, also it doesn’t start the Java Console.

Changes

 The EBS instance was upgraded to use Java JRE via: Deploying JRE (Native Plug-in) for Windows Clients in Oracle E-Business Suite Release 12 (Doc ID 393931.1)
