Break in Supervisor Hierarchy Generates Error For All AME Rules

Symptoms
On : 12.0.6 version, AME Setup issues
When attempting to approve a transaction when the AME rule uses an approval group with dynamic sql and no reference to the supervisor hierarchy the following error occurs only when the transaction initiator has a broken supervisor hierarchy chain eg his supervisor is an ex-employee.
You have encountered an unexpected error
or
Unable to build the Supervisor Hierarchy, no person record exists with the person id xxxx as of sysdate
STEPS
The issue can be reproduced at will with the following steps:
1. AME setup with dynamic sql for approver groups not referencing supervisor hierarchy
2. employee has an ex-emp as his supervisor
3. same employee enrolls on a course using OLM
4. enter details and press the 'Review' button and get the error
