On : 12.1.3 version, Oracle Time Entry Rules
ACTUAL BEHAVIOR
---------------
Time Entry Rules (TER) with Period Hours vs Time Category ( Seeded formula ) for minimum 40 hours time per week
for Submission/Resubmission/Delete but saving Timecard with less time than 40 hours
and click on Continue then the system is allowing to submit the time card.
EXPECTED BEHAVIOR

Expecting TER violation error when less than 40 hours are entered, saved and timecard submitted/resubmitted.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Timecard with less than 40 hours and save Timecard.
2. Reopen timecard and click on continue and submitt button.
3. There is no TER violation error!
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot avoid entering timecards with less than 40 hours.
