Recipes - Resource Usage cannot be Updated - Recipe > Organization Details > Throughput > Usage (Doc ID 2011287.1)

Symptoms

 When the user is Updating Recipes, the Resource Usage on the Throughput tab is greyed out i.e. cannot be updated.

The issue can be reproduced at will with the following steps:
Navigation Path Recipe > Organization Details > Throughput > Usage - - the usage segment is greyed out.
