Import Items - Item Template Code Update Not Actually Updating Item Attributes (Doc ID 2011567.1)

Symptoms

On : 12.2 version, Item Issues

 When using Item Open Interface (IOI) to update item templates using the template code the item is not updated
This only happen for items prior to upgrading to 12.2.3, the process flag equal to 7 means the record processed successfully

ERROR MESSAGE : The TEMPLATE_ID or TEMPLATE_NAME specified is not a valid template.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. For this item, INCOIN does not update the item's template

A. Insert into mtl_system_items_interface
(transaction_type,
  item_number,
  template_name,
  --TEMPLATE_ID,
  process_flag,
  set_process_id,
  created_by,
  creation_date,
  last_updated_by,
  last_update_date,ORGANIZATION_CODE)
values
  ('UPDATE',
  '<ITEM_NUMBER>',
  '<TEMPLATE_NAME<',
  1,
  0,
  1581,
  SYSDATE,
  1581,
  SYSDATE,
  '0');

B. Items > Item Import

2.
A. Item_catalog_group_id is NOT null
B. One of the following is NOT NULL : Template_Id or Template_Name
C. EGO is Not Installed
D. No templates associated to item_catalog_group
E. Transaction_type = 'CREATE'
