Ship Unit Line Refnums Do Not Show Qualifiers But Show Only Values

Symptoms
It is observed that the Ship Unit Line Refnum frame shows only values but does not show qualifiers.
Also adding a Ship Unit Line Refnum from screen does not work.

The issue can be reproduced at will with the following steps:
1. Navigate to Order Release Ship Unit page
2. Add Refnums
