R12 Uploading MS Project To Oracle Project Management With MS Project Resource Causes ORA-00001 Error

On : 12.1.3 version, Integration with Microsoft Projects
A MS Project workplan with MS Project resources that are not setup as resources in Oracle Projects causes errors when uploading the project to Oracle Project Management. The workplan will upload successfully the first time non-Oracle resources are added to the MS Project plan, but if you upload the same workplan file a second time, you get an error. Sometimes it may work a second time, but as you keep working the file and uploading you eventually error. The workaround is to download project from Oracle into a new MS Project file, then copy the resource assignments from the original file to the new file. This becomes frustrating if you have a lot of updates to make and upload.
One of these two sets of errors occur:
1. ORA-00001: unique constraint (PA_RESOURCE_ASSIGNMENTS_U2) violated in Package PA_FP_PLANNING_TRANSACTION_PUB Procedure add_planning_transactions
ORA-00001: unique constraint (PA_RESOURCE_ASSIGNMENTS_U2) violated in Package PA_TASK_ASSIGNMENTS_PUB Procedure update_task_assignments
User-Defined Exception in Package PA_TASK_ASSIGNMENTS_PUB Procedure EXECUTE_UPDATE_TASK_ASGMTS
OR
2. Assignments could not be sent
Resource Assignment: 6006; Transaction Currency: USD; Budget Version: 6034; Duplicate records of planning resource and transaction currency combination exist.
Most of the errors are the first set of errors.
