Customer Merge Is Failing on xla_third_party_merge_pub.third_party_merge package (Doc ID 2012027.1)

Symptoms

Customer is trying to merge customer A account with Customer B. Customer merge is failing.

Following error appears in log file:

NOTE: This issue is happening for one customer only, other customers and sites merge without error.
