Symptoms


ACTUAL BEHAVIOR
---------------
When an employee has nontaxable earnings in Pennsylvania, there are inconsistent balances in SIT, CITY, and SCHOOL

EXPECTED BEHAVIOR
-----------------------
Have the nontaxable earnings show consistently in Exempt for SIT, City, and School in Pennsylvania. The customer should not have to do three additional balance adjustments for each of these employee's balances just to get the W2's to display correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pay the employee a short term disability payment for an employee in Pennsylvania
2. The disability payment is nontaxable in Pennsylvania for the 1st 6 months
3. The Exempt earnings creates different balances across state, city and school when paid alone
4. There are different types of balance issues when the exempt earnings are paid with a small taxable earnings or a negative is used


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot deliver correct W2's without doing at least three additional balance adjustments per employee
