Symptoms

On : 12.1.3 version, Orgs,Jobs,Locs,Positions etc

When attempting to create an Organisation Payment Method in the HRMS French legislation the following error occurs.

"The Bank Code / Branch Code / Account Number fails the check digit test. Bank Account Number must be in the format CCCCCCCCCCC-NN"



Steps to Reproduce::
The issue can be reproduced at will with the following steps:
1. FR HRMS responsibility ->Payroll -> Payment Methods
2. Create a 'Bank Transfer' type paymethod
3. Open Bank Account Details and enter values which should be valid
