OIE : How to Handle the Expense Report Status 'Pending System Administrator Action'

There is an expense Report with the Status 'Pending System Administrator Action'. The reason for this issue is a Supervisor was not assigned to the employee. After this has been done, how can one progress the Expense Report and change the Status back to Waiting for Manager approval?
