Inter-Org Transfer Package Cannot Handle Transferring An Item From A Non-Lot Controlled To A Lot Controlled Inventory Organization (Doc ID 2013257.1)

Symptoms

Item is set to serialized control at 'Sales Order Issue' and 'Full Lot Control' in Org A.  It is shipped to Org B where the item is serialized control 'At Receipt' and 'No Lot Control'

1. Do an inter-org transfer from Org A to Org B.  Shipment and receipt both are good, no issue.

2. Do an inter-org transfer from Org B to Org A, inter-org shipment went through correctly, the IN_TRANSIT instance is created with a Serial Number and no Lot Number.

3. Do the inter-org receipt in Org A, the transaction errors with the following message:
 
   'The source item instance &instance_id, in Subinventory &subinventory, for Organization &organization_id in Oracle Install Base does not exist. Please verify that any receipt
   transactions were successful. (ITEM=&item_id)'
