When Click On Costing Flexfield In Element Link Or Element Entries , Error: "FRM-92101 There Was a failure in the Forms Server during Startup" (Doc ID 2013293.1)

Symptoms

 

On : 12.1.3 version, Core Payroll - General

After applying Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 2 (RPC2) and attempting to click on costing flexfield in element link form or element entries
the following error occurs.
 

FRM-92101: There was a failure in the Forms Server during startup. This
  could happen due to invalid configuration.

Please look into webserver log file for details

Details...
  Java Exception:
  oracle.forms.net.ConnectionException: Forms session aborted: unable to
  communicate with runtime process.




Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. HRMS manager >total compensation>basic >link
2. The FRM-92101 error can be triggered even without querying any data in the form, just by clicking in one of the cos allocation keyflexfield fields on the newly opened form.
