DF.21035577 Order Line has Missing Workflow - Cannot Progress Order (Doc ID 2013383.1)

On : 12.2.2 version, Transaction Control

Looking for a datafix for a specific order line that did not close. The order line workflow is not progressing,
progress order line does not help.

Expected the line to progress to closed status.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Order Organizer > Query Order = 5029590
3. Header = BOOKED
4. Line 1.1 = CLOSED
  Line 1.1..1 = BOOKED
  Ling 2.1 = CLOSED
5. WHS_DELIVERY_DETAILS Tables show Line 1.1 Shipped

The issue has the following business impact:
Due to this issue, users cannot progress the order line to closed status.
