Manager Receives 'Another action pending approval exists' When Updating One Specific Employee Record (Doc ID 2013389.1)

Symptoms

Manager Cannot Update Employee Information for one single employee

Under Manager Self-Service, a manager tries to perform an action on an employee and receives the following warning, 'Another action pending approval exists for this person. You cannot begin this action. View actions Awaiting Approval of Others for details.' However, we cannot find any pending approval notification to clear this action.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager logs in and selects any action to update this specific employee (All other employees work normally)
2. Manager receives message and can not proceed.
