R12: AP: Payment Schedule Record History Last Updated Date Truncated To Just Date, Not showing Time

On : 12.2.4 version, MICC Transfer to TSC

ACTUAL BEHAVIOR

The record history for schedule payment tab doesn't have the timestamp

EXPECTED BEHAVIOR
-----------------------
The record history for schedule payment tab should have the timestamp for HHMMSS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as AP user, go to invoice workbench form
2. search any of the invoice
3. click the schedule payments tab
4. click help-> record history
5. the last update is truncated to date

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get the detail time for schedule payment
