Forms Server Fails With "Could not reserve enough space for object heap" Changing JVM Heap Size To 2G In 12.2.4 (Doc ID 2014509.1)

Symptoms

On Oracle Applications 12.2.4,
after changing the JVM memory value to 2G for the forms server, the forms server starting failing with the following error in the log:

Error occurred during initialization of VM
Could not reserve enough space for object heap
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.

This can be reproduced with the following steps:
1. Change the JVM memory to 2G on the forms server.
2. Start the forms server.
