Symptoms

Continuous Move Tour not created if the first shipment on the tour does not have the overall cheaper cost on the lane.

Example:

Orders:
ORDER_CONT1 (PLANT_CONT1 -> CUSTOMER_CONT1)
Early pickup: 2015-03-16 01:00:00
Late pickup: 2015-03-16 23:00:00

ORDER_CONT2 (PLANT_CONT2-> CUSTOMER_CONT2)
Early pickup: 2015-03-16 07:00:00
Late pickup: 2015-03-16 23:06:00

Continuous move rates:
Rate offering: RO_CONT1 (Service Provider CONTMOVE)
Rate records: RR_CONT1 and RR_CONT2

RR_CONT1 has a max cost of $11 with a 40% discount if part of CM Tour

Alternate first shipment rate: RO_TL1 and RR_TL1 (cost $10/SH)

Select the two orders and bulk plan them
The cost of the 2 shipment is $345 and no CM Tour
The first shipment is planned using service provider TL1 and the second shipment uses service provider CONTMOVE

Unassign the orders
Edit the rate record RR_CONT1 and change the max cost to be $9
Bulk plan the orders again
This time the total cost of the shipments is $340.40 and a CM Tour is created using service provider CONTOUR for both shipments
