Problem Invoking Configurator From Custom App (Doc ID 2015155.1)

Symptoms

When attempting to launch the Configurator Runtime from a custom application or using stub file, the following error occurs.

ERROR

You have encountered an unexpected error. Please contact the System Administrator for assistance.
  
 java.lang.Exception: falsefalseerrorerrorjava.lang.Exception: SessionController.processRequest : Caught exception:
oracle.apps.fnd.framework.OAException: CZIcxSession.getRespInfo : Invalid responsibility id.
at oracle.apps.cz.runtime.CZIcxSession.getRespInfo(CZIcxSession.java:226)
at oracle.apps.cz.runtime.CZIcxSession.createUserSession(CZIcxSession.java:177)


STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to launch the Runtime using a stub file
