Symptoms

The issue can be reproduced at will with the following steps:

1.  When an Employee "that does not require approval" creates an expense report via Oracle Internet Expenses it stays with status Pending System Administrator Action.

2. The WFStatus shows the error on AME Approval Process/CC Direct Manager:
