Goal

Invoices are not visible in Invoice Review due to 'forward' dating of the Project Manager.

The patch in note, PAXINRVW Unable to View An Invoice If Invoice Date Is Prior To Key Member Start Date (Doc ID 1523178.1), was applied, but it
resolves the issue with backdating the Project Manager. The note/patch does not resolve the issue in cases where forward dating of the Project Manager
causes the invoice to not be visible.
